7’8 “Tiny” Dunk & Then Hangs on the Rim…while standing on the ground!

Is it a technical for hanging on the rim when you are just standing with your arms up?  If this Globetrotter just had the vertical of Big Baby Davis or Zach Randolph he would be dunking on everybody.
