He obviously wasn’t talking about the 76ers team he was on with with Andrew Toney, Moses Malone, Dr J and Mo Cheeks. Even during Barkley’s final seasons in Philly, he was surrounded by some “talented black guys” like the Hammer Armen Gilliam, Johnny Dawkins and Hersey Hawkins. But of course the majority of players on the team “sucked” if you were comparing them to the freak-of-nature-1-man-wrecking crew that the Round Mound of Rebound back then.
