The NCAA Division I Board of Directors on Tuesday voted to delay the effective go-to date of a rules change to allow student-athletes and school athletics department staff members to permissibly bet on professional sports under NCAA rules. The rule change now will not take effect until Saturday, Nov. 22.
The rule change was set to go into effect Saturday, Nov. 1.
The NCAA allows a rule change to be rescinded within 30 days of becoming final if two thirds of the division's members submit an electronic request supporting rescission. Because that rescission window extends to Friday, Nov. 21, the board determined an effective date after that window was appropriate.
Earlier this month, the NCAA Division I Administrative Committee announced they had adopted a proposal that would permit student-athletes and athletics department staff members to bet on professional sports.
No betting on college sports and sharing information about college games and competitions with other bettors is still prohibited and the change would not impact rules prohibiting advertising and sponsorships associated with sports wagering for NCAA Championships.
Sports betting rules will be the same across all three NCAA Divisions. Division III votes on Tuesday, Oct. 21, and Division II voted on Wednesday, Oct. 22 to change the rules, but the Division I pause implemented on Tuesday will also delay the effective date for Divisions II and III.
Tuesday’s delay announcement came after Ross Dellenger of Yahoo! Sports’ reported Southeastern Conference (SEC) commissioner Greg Sankey sent a memo asking the NCAA to rescind the guidance.
“We are equally concerned about the vulnerability of our student-athletes. The combination of accessible mobile betting, financial pressures, and social influence makes the possibility of personal gambling losses — and the potential for exploitation — very real,” Sankey’s letter reads, per Yahoo! Sports. “… It is foreseeable that college athletes, with far fewer resources and far greater outside influence, can be involved in compromising circumstances.”
Both the men's and women's college basketball regular seasons tip off on Monday, Nov. 3.
